Facebook advertises to an explicitly uninterested audience

Facebook spends advertisers' budgets on advertising to people who expressly don't want to see them.
Would it seem logical that if I block your page I have no interest in it and hence don't want to see your adverts? Yes? And yet Facebook repeatedly spend advertisers' budgets on showing me adverts from pages I clearly don't want to see. Let's just re-iterate that: Facebook continue to show me adverts from pages I have blocked, and implicitly do not want to interact with, in order to get their "impression count".
If not outright corrupt that is very very bent.
